Exactly.

This is a closed system on modern vehicles for emissions reasons, and the location of that leak, being on TOP of the pump when the seal ring is UNDER the pump top flange (between it and the tank flange) strongly suggests the pump itself is leaking, perhaps due to corrosion of that top flange. If so it requires replacement.
 
I'd wager that that ring would benefit from a light scrubbing with sandpaper and a brush applied coat of enamel/alkyd rust protective paint...

The screws will not come out. The bits seem dull and the grooves in the extraction part appear too dull and shallow to work appropriately. Anybody have any recommendations for a quality screw extraction kit?
 
Did you use a sharp awl to ensure the (I think) Phillips-head screws are totally cleaned-out in terms of crud? Is your screwdriver bit sharp? Does it fit 100% well?

JIS, not phillips. Thats why.
 
Learned something new today. Cool...
I checked the picture and tried to enlarge it and I concluded that it's Phillips. Then after reading that comment, I decided to check what JIS is.

I can't believe that I've been using the wrong screwdriver all this time!!!


EDIT: I checked my screwdriver set because for some reasons, this new Mac is using a "special" screw so I bought one.

They were using Phillips before! Or perhaps JIS, now that I learned something new. I forgot what screw is it but it's different, I think it looks like a star or triangle.

Here's a new screw. I managed to get 3 out. Now waiting for new drill bits.

There's no dot on the head, and it doesn't look sharp cornered on its inside; 'kinda rounded "core". Is it JIS? Talon, are u suggesting that all Philips-looking (cross-point) screw heads on the car are in fact JIS?

Anyone having fuel system issues should check for a recall. I just purchased a 2018 and there is an open recall. Not sure if any other years are included. Worth a shot.

@Despotes how did it end up going. Were you able to fix the leak? I have the same problem and am trying to decide between only replacing the screws, retainer, and gasket vs replacing all of that and the entire fuel pump assemble (~ $350).
I was unable to to remove the screws. They are extremely corroded. I keep the fuel under 3/4 of a tank and it doesn't seem to leak.
 
I've got this exact same issue on my 2014 Mazda6, including being able to remove the screws. I'm not stranger to screw extraction and thread repair with taps or helicoils, but I've been reluctant to go to town on this because it seems impossible to keep rust from falling in the tank. Like Despotes, I've been keeping the fuel below full for almost a year now. Has anyone actually fixed this problem without replacing the whole tank?
