18X8 +45 is the wheel size, If fenders rolled all the way, completely vertical, does that eliminate 100% all rubbing? even if i had a full drop.

tires are 215/45/18, would get 225's but sorta stuck with the 215's, is that too much of a stretch?

rear fender liner seems to be in the way of a complete vertical fender roll, does anyone else have this problem, if so how did you fix it?

I have 18x9.5+40 on my car fenders rolled on Ksport coilovers. I dont know how low you want to go but you can always add camber. I aslo have 225/40's on a 9.5, your 215 isnt going to be that bad of a stretch.

You'll be more than alright. Even with a 225/40 tire, only a slight roll is required.
