Yes that would be correct. You can alternatively leave the screws/bolts on the bottom side of the bumper attached, but remove the plastic screws in the fenderwell, the grill, and two screws that attach the bumper to the fender behind the fender well plastic shield, and just slide the bumper forward enough to access all the bolts required to remove the headlight assembly.

dont forget the pop-tab that is on the top of the light as well...
