Your clear coat is starting to flake. That's what happens with car paint when uv rays from the sun beat down on it. That is typical of any automotive paint as it ages. It can't be prevented but good maintenance (wax, ceramic coating etc...) can certainly help slow down the process. Keeping your car in a garage also helps. But anyways, soon that will start to oxidize and turn into rust. It can't be fixed it must be repainted. I just got my roof repainted and soon my hood will also be redone aswell. Here is my roof before I got it painted gloss black. Started flaking followed by rust. This was only after 5yrs in sunny southern California.
