I have never heard of this but if it is indeed common then I would use the common remedy.
If it were my headlights I would check to see if the high beams work. I would check flash-to-pass, fog and turn indicators to see if they are all operating. If not I would follow that avenue. Something between the switch and fuses.
I would then test the light switch itself with a multi-meter to make sure it is still operational in all positions.
Test continuity before and after the fuses. Check to see if the relay is functioning.
Just cause the high beams work, doesn't mean the low beam elements aren't burnt out. Not uncommon for both to go bad at the same time, especially if they are swapped out in pairs like is usually suggested.
