alright so i just replaced the rear pads and rotors. and before i did this the e brake never really fully worked, so it needed pads and rotors so i did that and obviously, still nothing.

So, i yanked the center console and where the adjustment is, it pulls the drivers side cable a decent amount, and the passenger side does not move at all.

I could not find any adjustments around the arm and spring connected to the caliper, and the arm does move when i put some leverage on it. Another thing that may be useful is the rotor is pretty hard to turn when the tire is off so that may be the cause of only the rear rotors being eaten up. So any suggestions?

If both rotors were damaged it seems the parking brake was engaged some causing brakes to drag or pistons stuck damaging the rotors. If you didn't notice, the parking brake (E brake) cables pull through housings under the car. You say the left side pulls normal, it sounds like the right side cable is frozen in the housing. If you can't free up right side you will have to replace it, maybe both sides as an assembly.
Were the pistons easy to push back to make room for the new pads? Hope you replaced the brake fluid because it got cooked with all the heat generated by dragging brakes. Brake fluid at the least should be replaced with a brake job.
To set it up after repair and cables pull normal. Start engine and pump brake several times. Stop engine. Adjust that nut until you can set the brake between 2-5 clicks. Make sure rotors turn freely and one click turns on brake lite.
After all that is straighened out, do Google on "bedding in your brakes".
