It sets the closed position of the throttle blade. I replaced my TB recently and didn't mess with it and everything worked AOK.

Can making a change to this bolt fix jerking issues when I release the throttle and can misadjustement of this bolt cause a misfire?

I have an AllData repair subscription and it doesn't have any reference to adjustment for that. I highly doubt it's causing your issues. The only thing it does is mechanically limit how closed the throttle can be. 99% of the time the ECU is holding the throttle open more than the stop would anyway.
