2006 gt wagon passenger headlight leveler for hid wont work. drivers side fine!

Hey guys. My passenger side headlight will not move when I adjust the switch. Cant even hear the motor like I can on the drivers side.. anyone know anything on this? the dealer is no help at all. Go figure! Is there a fuse? Or could the -32°c canadian winter have killed it?
